Member of the Presidency of Bosnia and Herzegovina Šefik Džaferović received today the Special Representative and Head of the European Union (EU) Mission to B&amp;H Johann Sattler.

During the talks on the current political situation in Bosnia and Herzegovina, Ambassador Sattler reiterated the position of the EU institutions and member states to strongly support the sovereignty and territorial integrity as well as the European perspective of Bosnia and Herzegovina.
Sattler informed Džaferović about the dynamic of vaccine delivery to B&amp;H through the EU, according to which in the first week of May, 80,000 vaccines should arrive to Bosnia and Herzegovina through the COVAX mechanism, as well as the first delivery of 214,000 vaccines provided through IPA funds.
The two officials expressed a common position that the focus of political action should be placed on the fight against the COVID-19 pandemic, as well as fulfilling the necessary reforms on the implementation of the 14 recommendations from the European Commission's Opinion on B&amp;H's membership in the European Union.

Head of the EU Delegation to Bosnia and Herzegovina and EU Special Representative Ambassador Johann Sattler handed over today 200 oxygen bottles with accompanying equipment to the Otoka Health Center, which will be distributed to other health centers in the Sarajevo Canton, as part of EU support in the fight against the coronavirus pandemic.

This medical equipment, worth about 70,000 euros, consists of a ten-liter oxygen bottle, an oxygen reduction valve with a pressure flow meter and a humidifier with a patient mask.
The total value of medical equipment donated by the EU to the Sarajevo Canton so far is over 700,000 euros, the Press Service of the Sarajevo Canton said.
The procurement was coordinated by the United Nations Development Program (UNDP) in cooperation with the Sarajevo Canton Government.
Since the beginning of the pandemic, the European Union has provided the necessary medical equipment throughout the country, including ventilators, X-rays, ultrasound and ECG devices, personal protective equipment and PCR tests, as part of all aid programs worth 7.76 million euros.

European Union donates 200 oxygen bottles to health centers

The Clinical Center of the University of Sarajevo (KCUS), headed by General Director Sebija Izetbegović, wife of Bakir Izetbegović, SDA leader, gave the company "Erkona" from Sarajevo a contract for the supply of medical equipment, drugs and personal care products worth 288,144 marks, reveals "Daily avaz".

The price does not include VAT, and the contract published on the Public Procurement portal was signed on April 15th and is valid until October 15th this year.
Last year, this company procured 150,000 coronavirus tests for the needs of the FB&amp;H, under a contract with the Federal Civil Protection Administration (FCPA) and the FB&amp;H Government. For that part of the job, they were paid 4.5 million KM. However, it was later revealed that the intermediary in the business, as an importer, was "Sono Medical", because "Erkona" did not have the necessary documentation from the B&amp;H Medicines Agency.

It was reported in the media that this company is engaged in the import of furniture. But in the Register of Business Entities, it is stated that this company with the initial capital of 2,000 KM was established as a "company for production, services, domestic and foreign trade".
However, on the Public Procurement page, with the same data as in the Register of Business Entities (Paromlinska no. 33), it is written that the main activity of this company is "mediation in trade in machinery, industrial equipment, ships and aircraft".

Nowhere is the activity of procuring medical equipment or medicines mentioned. The director of this company is Boro Mioč, and the founder is Ertekin Kolašinac.

Last year, when the media revealed that this company participated in the suspicious procurement of 150,000 tests from South Korea, Mioč pointed out that this company was "registered for the sale of food and medicine control equipment, ie sophisticated equipment" and that they therefore applied to procure tests. However, officially, this business data is nowhere to be found.
It is interesting that the then director of FCPA, accused in the "Respirators" affair, Fahrudin Solak, could not even remember the name of the company that procured the tests for the Federation.

Later, Mioč explaining why he was chosen for this job, told for one Sarajevo portal that "Erkona's offer was rated as the best by KCUS, which further asked the Federal Civil Protection Administration to accept Erkona's offer."&nbsp;

Fahrudin Solak, director of FUCZ, told during the press conference which was held on April 8th last year that he does not remember from whom the tests were purchased. But a few days later, on April 15th, he stated that 150,000 tests were procured from the company "Erkona" from Sarajevo. It is interesting that SIPA and the Prosecutor's Office are still investigating the procurement of tests.

SIPA members arrested KS MUP officer Josip Barić this morning, who is connected to the "Dženan Memić" case.
This information was confirmed for "Daily avaz" by the Prosecutor's Office of B&amp;H. Barić was arrested in Ilidža, where his property was searched.
His name has been associated with this case for years. Barić was a police officer who examined the only witness in the "Dženan Memić" case, Dženan's girlfriend Alisa Mutap.
However, Barić twice described her statement in a completely different way, which took the investigation in a different direction. This was confirmed on several occasions by the family of the murdered young man.
The then Chief Prosecutor Dalida Burzić informed the Commissioner about this case, stating that Josip Barić's statement was different, unreliable and each time related to the performance of his official duties.
The Professional Standards Unit conducted an investigation against Barić in this case, but he was not sanctioned because it was assessed that there was not enough evidence.

The FB&amp;H Government passed today at its session the information of the FB&amp;H Public Health Institute on the implementation of the market research procedure, negotiations with vaccine manufacturers or authorized representatives for the purpose of procuring coronavirus vaccines, in the period from April 15 to 20.

In the past 24 hours, 2,323 samples were registered with the Public Health Institute of the Federation of B&amp;H of which 857 were positive for SARS-CoV-2.

New cases have been registered in all the cantons in the Federation of B&amp;H.
In the past 24 hours, 55 deaths were reported to the Public Health Institute of the Federation of B&amp;H.
As of today, the number of deaths in the Federation of B&amp;H is 4,681, the Institute said.

The European Commission is working on legal proceedings against AstraZeneca (AZN.L) after the drugmaker cut COVID-19 vaccine deliveries to the European Union, sources familiar with the matter said.

The move would mark a further step in an EU plan to sever ties with the Anglo-Swedish drugmaker after the company repeatedly cut supplies to the bloc, contributing to major delays in Europe's vaccine rollout.
The news about the legal case was first reported on Thursday by Politico. An EU official involved in talks with drugmakers confirmed the EU was preparing to sue the company.
-EU states have to decide if they (will) participate. It is about fulfillment of deliveries by the end of the second quarter- the official said.
The matter was discussed on Wednesday at a meeting with EU diplomats, the official and a diplomat said. Politico, citing five unnamed European diplomats, reported that a majority of EU countries at the meeting said they would support suing the company.
-What matters is that we ensure the delivery of a sufficient number of doses in line with the company's earlier commitments- a spokesman for the EU Commission said. -Together with the member States, we are looking at all options to make this happen.-There was no immediate response from AstraZeneca on Thursday to a request for comment.
Brussels in March sent a legal letter to the company in the first step of a potential legal procedure read more .
When the deadline for a reply expired this month, a spokesman for the Commission said the matter was discussed in a meeting with AstraZeneca but the EU was still seeking further clarification from the company on "a number of outstanding points".
The spokesman did not elaborate, but details of the letter published by Italian newspaper Corriere della Sera show the EU was seeking clarification on what it deemed a delayed application to the EU regulator for approval of the vaccine.
Brussels also questioned how AstraZeneca spent over 224 million euros ($270 million) granted by the EU in September to buy vaccine ingredients and for which the company had not provided sufficient documents confirming the purchases.
Under the contract, the company had committed to making its "best reasonable efforts" to deliver to the EU 180 million vaccine doses in the second quarter, for a total of 300 million in the period from December to June.
But the company said in a statement on March 12 it would aim to deliver only one third of that. The EU letter was sent a week after that statement.
Under the contract, the parties agreed that Belgian courts would be responsible to settle unresolved disputes.
The EU has already decided not to take up an option to buy 100 million extra doses of AstraZeneca under the contract, an EU official said, after supply delays and safety concerns about very rare cases of blood clots linked to the vaccine .

U.N. human rights experts called on Russia on Wednesday to allow jailed opposition leader Alexei Navalny to be medically evacuated and treated abroad, saying they believed his life was at risk.

Navalny has been kept in harsh conditions in a high-security penal colony and "denied access to adequate medical care", conditions that may amount to torture, they said in a statement.
-We urge the Russian authorities to ensure Mr. Navalny has access to his own doctors and to allow him to be evacuated for urgent medical treatment abroad, as they did in August 2020- said the U.N. experts.
The Kremlin critic, 44, began a hunger strike three weeks ago. He is serving a 2-1/2-year sentence on old embezzlement charges that he says were trumped up.
Navalny returned to Russia in January after treatment in Germany for what German authorities say was poisoning in Russia with a banned nerve agent. The Kremlin denies any blame.
The U.N. experts voiced alarm at his deteriorating health, saying: "We believe Mr. Navalny’s life is in serious danger."
-We are deeply troubled that Mr. Navalny is being kept in conditions that could amount to torture or cruel, inhuman or degrading treatment or punishment in a facility that reportedly does not meet international standards- they added.
They said that Navalny's current imprisonment and past attacks on him, including with Novichok, are "all part of a deliberate pattern of retaliation against him for his criticism of the Russian government and a gross violation of his human rights".

Navalny's life in 'serious danger', must be treated abroad

China said on Wednesday it has administered 200 million doses of COVID-19 vaccines in the country, including jabs for a large majority of its medical personnel.

According to the National Health Commission (NHC), recipients of the 200 million doses administered include around 80% of all medical personnel, public broadcaster CGTN reported.
The figure means China, which started a mass immunization drive this January and has also covered non-Chinese citizens in its campaign, is second after the US in terms of total shots administered.
The vaccination rate in the country has climbed to 12.2%, placing it eighth in the world, according to state-run daily Global Times.
China is only using vaccines developed by local companies Sinovac, Sinopharm, and CanSino, with no jab manufactured abroad approved for use in the country.
Fosun Pharma, a leading Chinese healthcare group, has also sent its COVID-19 vaccine to China’s state regulator for market review.
The mRNA jab, which was submitted this past Sunday, has been developed in collaboration with German firm BioNTech.

A separate NHC statement said two new indigenous cases have been recorded in the country, along with 19 imported infections.

The two local cases were detected in the southwestern Yunnan province.
China’s overall tally since December 2019 now stands at 90,541, including 4,636 deaths.

The trial of the Prime Minister of the Federation of B&amp;H, Fadil Novalić (SDA), and other indictees in the "Respirators" affair continued today in the Court of B&amp;H.
In addition to Novalić, FB&amp;H Finance Minister Jelka Milićević, suspended director of the Federal Civil Protection Administration Fahrudin Solak and Fikret Hodžić, owner of the "Silver Raspberry", are also charged. They are accused of procuring 100 respirators from China worth 10.5 million KM. 
They are also on trial for the purchase of medical equipment worth 2.9 million KM.
Davor Pehar, director of the Federal Institute of Public Health, and Marina Bera, Assistant of the Federal Minister of Health for the rganization and development of the health system, testified at today's hearing.
When asked by prosecutor Džermin Pašić, he explained how the two documents for the plan for the procurement of medical equipment, including respirators, were created.
He stated that all Public Health cantonal institutes stated what they needed from the equipment and that they were guided by that.
- It was an urgent procurement and the budget was one million marks. I assume that these were the funds of the FB&amp;H Government. The money was not from the Institute - said Pehar.
When asked by prosecutor Pašić, Pehar explained that there were several "requisite plans in which the amount of equipment differed".
He said that the version sent to the FB&amp;H Government expressed the need for 300 respirators. The plan does not specify that respirators must be for intensive care, but only states that they can be used for both children and adults. Pehar's answer was especially interesting, that at the session of the Crisis Staff, he did not personally present the plan that the institution he headed made, but Solak did. 
He also said that he was not satisfied with the dynamics of procurement, ie that the equipment was not procured on time, which he said to Novalić during a meeting.

<h2>Asked for a meeting with the Prime Minister</h2>

- I asked for a meeting with the Prime Minister to find out why protective equipment for health workers is being procured slowly. This equipment was very important to protect medics from the infection. He said that "the procurement of respirators is underway" - said Pehar.
The very decision to procure these respirators, judging by Pehar's answers to the prosecutor's questions, was made strangely. He stated that some members of the crisis staff voted by e-mail, and that he personally voted by phone, without even seeing the material he was declaring about.
- I didn't even know what the decision was until I saw the respirators affair in the media - says Pehar.
Among other things, Pehar received a letter from the FCPA stating that according to the contract with "Silver Raspberry", the Institute should provide a person who will perform the technical acceptance and verification of respirators. Pehar said that such person does not exist in the Institute, nor did anyone tell him earlier that it should be done, so he did not even respond to the letter.
After the defense finished cross-examining, the judge asked the confused Novalić if he wanted to ask the witness something.
Novalić did not react, after which Judge Džemila Begović addressed him:
- You are sleeping all the time, whenever I ask you something you have late response – Judge Begović warned Novalić, who had previously briefly adjourned the trial because he pulled a glass partition out of its socket and it took him a few minutes to repair it.

Unlike Novalić, Solak had a question for Pehar. He wondered if it was strange to him that the list included only respirators for children and adults without special specifications and explanations, while the procurement of garbage cans lists five types of garbage cans of different sizes, for example five and seven liters, and when it comes to respirators just one item?
Pehar replied that he "does not know and does not remember".
In her testimony, Deputy Federal Minister of Health Marina Bera said that she was a longtime member of the Crisis Staff of the Federal Civil Protection Administration, but that she was dismissed on March 25th, like most members. She added that she found out about her dismissal from the media, and that the reason stated was "that the Crisis Staff has to many members and that it should be reduced".
- I have never received a written notice about the dismissal or the reason for the dismissal - said Bera, and explained what was discussed at the session on March 14th, when the Crisis Staff which was dismissed the next day, met for the last time.
- We discussed the procurement of personal protective equipment and 170,000 PCR tests. I sought the opinion of the professionals on the tests. There was a need for an expert, ie a microbiologist who works in the laboratory to be able to say whether these tests are applicable in our conditions - said Bera.
Prosecutor Mirza Hukeljić asked her if the FCPA had an expert who could give an answer about the validity of the tests, and she said "absolutely no".
Prosecutor Hukeljić asked Bera about the plan for the procurement of medical equipment, to which Solak's Defense Counsel Kadrija Kolić reacted with an objection, saying that "the prosecution is dealing with procedural fraud".

Damir Koldžo, a lawyer of the Palić family, filed another complaint against the Clinical Center of the University of Sarajevo yesterday. He submitted the report to the Administration for Inspection Affairs of the Sarajevo Canton on behalf of the Hota family from Olovo.
As he told us, he represents Mirsad Hota, whose brother Atif passed away on March 4th. The report was submitted due to doubts about the manner of treatment of Atif Hota, as well as due to non-submission of documentation.

It is shocking, as they told us, that Atif Hota was treated as a COVID patient, although a PCR test showed he was negative for the coronavirus. Atif Hota was admitted to KCUS on February 24th and he passed away on March 4th.
As his brother Mirsad told for "Avaz", he had trouble breathing.
- A quick test showed suspicion of COVID-19. The moment they received him, he was aware, he was kidding. Two hours later, he falls into a coma and is put on a respirator. The next day, the PCR test showed that he was negative. All death tests were negative. He was lying at the Clinic for Infectious Diseases all the time and was connected to a respirator - Mirsad tells us.

Atif Hota's doctors also did a CT scan of his head, which determined that he had brain edema. The day before his death, on March 3rd, he was transferred from the Infectious Diseases Clinic to the old surgery building. He died during the night, his brother says.
- Nobody informed me about his death, until 4 PM I was trying to get information about how he was. When I managed to talk to the nurse, she first told me he wasn’t treated there. After a long reassurance that he was treated there, she hung up. I heard that she was talking to someone and then she called me and said: "This one passed away last night" - says Mirsad Hota.

Then came another shock. He wandered from clinic to clinic for days trying to get a death certificate and a discharge papers.
- I was forced to call the police. To whomever they sent me, I received the answer that "they did not treat him." There is no documentation anywhere. I went around whole hospital, so that a doctor would come to me and give me a discharge, saying: "Here it is, freshly printed." Only after six days I managed to get a discharge letter - Hota tells us.

<h2>Controversial statements by doctors</h2>

Lawyer Koldžo told us that there were illogicalities in the statements from KCUS.
- One doctor said that Atif Hota was connected to a respirator with a high flow of oxygen, while another doctor stated the opposite, that he was connected to one with a low flow of oxygen. It is impossible for his brother to look for the documentation for days and for it to be lost when it has to be in the computer - Koldžo told us.
