<p>A team of prosecutors of the Special Department for War Crimes filed an indictment against 13 persons, former commanders and members of the Army of the Republic of Bosnia and Herzegovina, who are accused of war crimes against victims of Serb nationality in the town of Jošanica near Foča in December 1992, in which 56 civilians of Serb nationality were killed, around 10 victims were wounded, and houses, property, agricultural and ancillary facilities were set on fire and destroyed.</p><p>The armed attack led by and in which the defendants participated was carried out on an undefended village inhabited by civilians, and among the victims were elderly people, women and children, the oldest victim was an 88-year-old man and the youngest victim was a two-year-old girl. Some of the victims were tortured and killed in an extremely cruel manner.</p><p>The defendants are charged with the following crimes: war crimes against the civilian population, violations of laws or customs of war, organizing a group of people and inciting the commission of crimes of genocide, crimes against humanity and war crimes, the BiH Prosecutor's Office announced.</p>

<p>The Council for the Protection of Vital Interest of the Constitutional Court of the Republika Srpska decided today on the issue of admissibility of the request of the Bosniak People's caucus in the Council of Peoples of the RS to determine the violation of the vital national interest of the constituent Bosniak people in the Law on Amendments to the Criminal of the Code of the RS, which was voted by the RS National Assembly on July 20 of this year.</p><p>When deciding on the admissibility of this request, the Council determined that it is not admissible because it does not contain legal arguments in terms of the relevant norms and guarantees of the RS Constitution on the protection of the vital national interests of the constituent peoples, but the applicant in the specific case primarily points to a violation of state attributes of Bosnia and Herzegovina, as well as a possible violation of the Constitution of Bosnia and Herzegovina, announced the RS Constitutional Court.</p><h2>Did not reach an agreement</h2><p>This issue was sent to the RS Constitutional Court after an earlier agreement was not reached at the session of the Joint Commission of the RS National Assembly and the RS Council of Peoples to harmonize laws, regulations and acts. </p><p>Before the session of the Joint Commission, the RS Council of Peoples did not reach an agreement regarding the mentioned law, which criminalizes defamation, that is, it did not accept the Bosniak People’s Caucus amendment to this law.</p><p>The amendment provided for the deletion of Article 8 of the Law, which represents the introduction of new criminal offenses against honor and reputation, which criminalizes defamation and introduces harsher penalties.</p><h2>Negative reactions from journalists</h2><p>President of the Bosniak People's caucus in the RS Council of the People, Alija Tabaković, previously told FENA that this law will probably be supported by the RS Constitutional Court since the Constitutional Court has so far shown in practice that it implements the politics of the ruling parliamentary majority.</p><p>- What the National Assembly adopts, the Constitutional Court also accepts - said Tabaković at the time.</p><p>Ever since the Government of the RS established such a draft law, and even after it was adopted in the RSNA, there have been criticisms and negative reactions from journalists, the domestic public, and international organizations.</p>

<p>The Počitelj Bridge, one of the most significant projects on Corridor Vc, has unquestionable mechanical resistance and global stability, this is the conclusion of the meeting held today by representatives of the investor, the public enterprise FBiH Motorways with representatives of other entities involved in the construction of this grand project.</p><p>The meeting was held at the initiative of the FBiH Motorways in order to obtain complete information about the cracks that appeared on one segment, 4.75 m long, out of almost 200 segments on the bridge, and to agree on a plan to eliminate the resulting damage. The conclusion is that in the next ten days, the work to eliminate these defects will be intensified, the FBiH Motorways stated.</p><h2>Reminder</h2><p>In addition to director Denis Lasić, the meeting was also attended by representatives of contractors, consortium Azvirt Limited Liability Company, Sinohydro Corporation Limited and Powerchina Roadbridge Group, representatives of subcontractors, Hering Široki Brijeg, and representatives of the supervisory body of the Italian company IRD Engineering, which supervises the entire Počitelj - Zvirovići section, and representatives of the designer, IPSA Institute Sarajevo.</p><p>The FBiH Motorways reminds that the Počitelj bridge, 980 meters long, was connected by a span structure at the beginning of July, and should be completed and put into traffic by the end of the year.</p><p>However, during the works on the Počitelj bridge, damage (cracks appeared) occurred on the lower plate of segment 15, between columns S3 and S4, during the prestressing of the second phase of field 4.</p><h2>Minor changes</h2><p>Technically speaking, according to the performed analyses, it is shown that minor changes in the geometry of the cables can lead to significant increases in tensile stress in concrete. Irregularities in the positioning of cable ducts during construction create radial deflection forces that can lead to problems or the appearance of localized cracks.</p><p>Considering that the execution of the main works on the Počitelj bridge is still in progress, the occurrence of such defects is not unusual, considering the size and complexity of the project. The Superintending Engineer may order the contractor to remove and redo any work not in accordance with the contract. In this case, the contractor will carry out and complete the works in accordance with the contract and in accordance with the instructions of the supervising engineer, that is, eliminate all possible defects in the construction.</p>

Acknowledging and accepting the facts surrounding the genocide and war crimes committed during the 1992-1995 war are an essential first step toward reconciliation - the US Embassy in BiH said in the announcement. </p><p>They state that it is a responsibility that rests on Bosnia and Herzegovina as a whole, not just a single ethnic group. </p><p>- The glorification of war criminals regardless of their ethnicity as well as efforts to rehabilitate convicted war criminals or minimize their crimes tears at the fabric of the country’s society by fueling hatred and intolerance. These actions undercut efforts to build a Bosnia and Herzegovina in which all its citizens enjoy peaceful and prosperous lives - the statement said.</p>

US Embassy condemns threats against the employees of Srebrenica Memorial Center

<p>Although the world media announced at the beginning of this month that air traffic chaos can be expected throughout Europe during summer, with flight delays and postponements, the situation in Bosnia and Herzegovina is not worrying.</p><p>Director of the Air Navigation Services Agency (BHANSA), Davorin Primorac, says that although we are experiencing record numbers of flights, there has never been a deviation in the quality and safety of air traffic in BiH.</p><p>The European air traffic safety organization Eurocontrol issued a warning at the beginning of the peak summer season, citing the lack of air traffic controllers, increased military activities that reduced the amount of available airspace by 20 percent, and possible strikes as key reasons.</p><h2>Recovery of air traffic from the COVID-19</h2><p>Primorac emphasizes that last year Eurocontrol created scenarios for recovery of air traffic from the COVID-19 pandemic at the European level. The scenarios depended on factors such as inflation, passenger confidence, the war in Ukraine, ticket prices, etc. Three scenarios were created: high, base, and low, and presented in percentages of flights from 2019. According to the High scenario, 2023 should have approached and almost equaled 2019, while the base and low predicted a more modest recovery. </p><p>In the first half of 2023, traffic at the level of Europe is in accordance with the Eurocontrol base scenario forecast, where 86 percent of traffic from 2019 was recorded in January, 87 percent in February, 88 percent in March, 90 percent in April, 92 percent in May and June.</p><p>- Although the traffic in Europe has still not returned to the pre-pandemic level, this summer we are experiencing significant delays caused by the lack of air traffic controllers, the war in Ukraine that affected the availability of airspace, strikes by both air traffic controllers and ground staff, i.e. staff at airports. Air traffic in Bosnia and Herzegovina returned to the pre-pandemic level last year. We had a significant increase in the number of flights over BiH in the first half of this year compared to the record year 2019, even 17 percent more flights than in the first half of 2019 - Primorac points out. </p><p>Thus, in January of this year, BHANSA recorded 14 percent more traffic than in 2019, in February 17 percent, in March 25 percent, on April 24 percent, in May and June 13 percent, while in July about 11 percent more flights are expected than in 2019.</p>

<h2>The summer season started earlier</h2><p>The lack of air traffic controllers did not bypass BHANSA either. In the previous period, several employees went to Qatar for significantly higher-paying jobs. In addition, the summer season started earlier, so in April, BHANSA recorded the number of flights as in May 2019. Already in May, there were an average of about 1,350, and in June, about 1,500 flights per day in the airspace of the BiH Area Control Center (BHACC), considering that the distribution of traffic differs significantly between weekdays and weekends. Until the first half of July this year, on the busiest day, nearly 1,800 flights were recorded through the BHACC, while over 120 flights were recorded in the peak hour, which is at the same time a key parameter of the load on BHACC and at the same time an indicator of BHANSA's ability to answers to the highest challenges. </p><p>Although, he says, we are experiencing record numbers of flights, at no time has there been a deviation in the level of quality and safety of BHANSA's services, thanks primarily to highly competent staff and continuous investment in training, improvement of operational and technical solutions, and monitoring of current trends in the development of civil aviation services.</p>

<p>The Court of Bosnia and Herzegovina requests to issue an international warrant for Milenko Živanović, the former commander of the Drina Corps of the Army of Republika Srpska, accused of crimes against humanity committed in the area of Srebrenica and Žepa in July 1995, it was confirmed for Detektor.ba.</p><p>After the accused Živanović failed to appear in the courtroom three times for the plea of guilty, at the last hearing, the State Prosecutor's Office requested that he be detained and an international warrant issued.</p><h2>Ordering custody</h2><p>Although Živanović's defense attorney Petko Pavlović opposed these measures, the Court of BiH then issued a decision ordering custody. The defense filed an appeal against this decision, but it was rejected as unfounded.</p><p>After ordering detention, the Court also requested the remaining documentation required for the issuance of an international warrant, and the Prosecutor's Office confirmed to Detektor.ba that it had been delivered at the beginning of July, after which an order was issued for the issuance of an international warrant for Živanović.</p><p>At the previously scheduled plea hearings in the Court of Bosnia and Herzegovina, they stated that all three times there was a problem when serving the summons to the accused in Serbia, where he resides, and that the Court was not informed why, regardless of the urgency.</p><h2>Aystematic attack against the Bosniak civilian&nbsp;</h2><p>In December 2021, the Prosecutor's Office of Bosnia and Herzegovina filed an indictment against Živanović for participating in a broad and systematic attack against the Bosniak civilian population of the safe area of Srebrenica and Žepa, during which the Army of the Republika Srpska and the Ministry of Internal Affairs of the Republika Srpska carried out an operation to permanently and forcibly relocate the civilian population from those zones, an operation to capture and liquidate about 8,000 men. The indictment was later confirmed by the Court of Bosnia and Herzegovina.</p><p>The indictment states that Živanović, as commander of the Drina Corps, planned and directed the activities of subordinate units in his area of responsibility. His successor as corps commander, Radislav Krstić, is the first person convicted of genocide by the International Criminal Tribunal for the former Yugoslavia (ICTY), to 35 years in prison.</p><p>Proceedings against Živanović for the crimes committed in Srebrenica are also conducted by the judiciary in Serbia, and according to the indictment of the Serbian Prosecutor's Office for War Crimes, he is accused of having ordered and participated in the forced relocation of the civilian population of Bosniak nationality in July 1995.</p>

<p>Denis Bećirović, a member of the Presidency of Bosnia and Herzegovina, spoke in the respected Austrian independent newspaper Der Standard about the deterioration of the security situation in Bosnia and Herzegovina due to the anti-constitutional and anti-Dayton activities of the president of the entity of RS, the previous engagement and the extension of the EUFOR mission in Bosnia and Herzegovina, and the role of the ALTHEA mission in preserving peace, security and stability in Bosnia and Herzegovina, as well as in the Western Balkans region.</p><p>Bećirović said, among other things, that "EUFOR's previous engagement in BiH, especially in terms of support in maintaining a safe and peaceful environment, was of importance for the stable political, economic and social development of the state of BiH, announced Bećirović's Cabinet.</p><h2>The newly emerging geopolitical circumstances</h2><p>According to him, taking into account the newly emerging geopolitical circumstances, caused by the brutal Russian aggression against Ukraine, the decision to extend the EUFOR mission in Bosnia and Herzegovina proved extremely important and justified.</p><p>- The executive mandate of the ALTHEA mission, which is of great importance for peace, security and stability, not only in Bosnia and Herzegovina but also in the Western Balkan region, proved to be essential. In Dayton, NATO received a clear task of preserving peace in Bosnia and Herzegovina in an international agreement. This is currently being implemented through the EUFOR mission. According to the agreement, these forces, among other things, have the mandate to ensure peace, independence, sovereignty and territorial integrity of the state of Bosnia and Herzegovina, as well as to stop all destructive forces that threaten the General Framework Agreement for Peace in BiH, with broad powers that include the use necessary forces, when necessary - said Bećirović.</p><h2>Security and peace in BiH</h2><p>He said that, unfortunately, the security and peace in BiH are seriously threatened by the dangerous pro-Russian and separatist policy of the president of the BiH entity RS Milorad Dodik.</p><p>- He openly started the anti-Dayton and unconstitutional dismantling of the state of Bosnia and Herzegovina. Peace in BiH and the region is seriously threatened. It is the last hour to stop the spread of the Ukrainian crisis on the territory of the state of Bosnia and Herzegovina, and thus also on the southeast of Europe. Bearing in mind the latest dangerous unconstitutional decisions of the RS entities, with the aim of timely action and prevention of possible negative consequences, as well as preserving stability and security in BiH and the Western Balkans region, the urgent deployment of additional and significantly stronger EUFOR forces in Bosnia is extremely important and Herzegovina, in the shortest possible time. I believe that the new EUFOR troops should primarily be deployed in the Brčko District of Bosnia and Herzegovina, as well as in other strategic areas - said Bećirović.</p>

<p>Recently, after all the moves of the President of the entity of Republika Srpska Milorad Dodik, there has been a significant change in the rhetoric and actions of the US government towards Bosnia and Herzegovina, says a senior associate of the Institute for Development Impact from Washington Adnan Hadrović in an interview with FENA.</p><p>This former BiH diplomat says that the relations between BiH and the United States of America, that is, the relations of the United States towards BiH, are relations of continuity, from the moment of recognition to the present day.</p><p>- That relationship is a relationship of continuity and there were no changes, regardless of whether it was a democratic or republican administration - he said.</p><h2>Significant change</h2><p>As he says, recently, after all the moves of the President of the entity of Republika Srpska Milorad Dodik, there has been a significant change in the rhetoric and actions of the US government towards Bosnia and Herzegovina.</p><p>As an example, he took the address of the special envoy of the United States of America for the Western Balkans, Gabriel Escobar, two weeks ago on Capitol Hill. At that time, very precise and direct messages were sent to Bosnia and Herzegovina, that is, to Milorad Dodik and his regime.</p><p>- Sanctions against him have been in force for years. However, the US administration itself is aware that sanctions as such do not produce results. A wider spectrum of "international players", bilateral and multilateral, are getting involved, in order to sanction Dodik's regime and the RS authorities' secessionist activities in a completely different way - said Hadrović.</p><p>He explained that this primarily refers to the denial of financial resources to Dodik and his regime in order for this to lead towards "serious corrective actions" if there is any more space at all, although he believes there is no more space left.</p><p>- Mr. Milorad Dodik is currently in a very difficult financial situation. He is well aware of this and that is why he is nervous. He is well aware that by the end of this year, he has to pay more than 550 million dollars to the international institutions where he borrowed. He doesn't have those funds. So now the focus is on the international financial institutions, where the United States will use its authority and power to deny those funds to Mr. Dodik, who practically will no longer be able to finance his external debt - stated Hadrović.</p><h2>"Very dangerous"</h2><p>Hadrović commented on the narrative that the United States is no longer the most important strategic partner of Bosnia and Herzegovina to be "very dangerous".</p><p>- The United States, from the point of view of Bosnia and Herzegovina, is the first strategic partner of Bosnia and Herzegovina. I would urge anyone who has any intention of changing that narrative to stop it, because it is against the strategic interests of Bosnia and Herzegovina. This is something that is not in the national interest of Bosnia and Herzegovina - says Hadrović.</p><p>He believes that the issue should be approached in a totally different way.</p><p>- I think that in the last 15 to 20 years, we have not been conducting an adequate policy towards the United States. I would turn it into a question of what we are doing so that these relations are at an adequate level - he warned.</p><h2>Do&nbsp;not put the burden on the United States</h2><p>Hadrović says that he would not put the burden on the United States, because the USA is doing absolutely everything in its power to protect the territorial integrity and sovereignty of the state of BiH and to support BiH on its Euro-Atlantic path.</p><p>- BiH and its officials need to work a lot more in order to raise BiH much higher on the priority list. Let's not forget that for more than a year, the US has mostly been dealing with the most pressing foreign policy priorities for them: Ukraine, China, Taiwan, establishing strategic relations with India, etc. - says Hadrović.</p><p>That's why BiH officials should work to raise Bosnia and Herzegovina to a higher level on that list of priorities.</p><p>- Therefore, I would focus more on ours, than on the US officials - concluded Hadrović in an interview with FENA.</p>

<p>The Association of Victims and Witnesses of Genocide, the Association of Detainees in Bosnia and Herzegovina and the Association of Families of Martyrs, Detainees and Missing Persons Kotor Varoš sent a letter to the Council of Ministers of Bosnia and Herzegovina regarding the information that Stojan Župljanin, a war criminal who was convicted at the Hague Tribunal (ICTY), requested guarantees from the BiH Council of Ministers (BiH CoM) for early release from prison.</p><p> </p><p>- We believe that the Council of Ministers of BiH does not have the legitimacy to provide guarantees as long as the Council of Ministers of BiH, led by the Minister of Justice, blocks the entry of final judgments of the ICTY into the legal system of BiH, as there are critical reports of the ICTY and the Residual Mechanism for Criminal Courts from The Hague, addressed to the Council of UN security - it is stated in the open letter.</p><h2>Addressed to the chair Borjana Krišto</h2><p>In the letter, addressed to the chair Borjana Krišto, it is stated that guarantees cannot and must not be given without the opinion of the victims of Župljanin's crimes, even after the judgments of the ICTY are entered into the criminal records of our country.</p><h2>Blocking and obstruction</h2><p>The Association of Victims notes that "it is precisely the blocking and obstruction of the entry of ICTY judgments that enable criminals to engage politically and socially in BiH, to be 'flawless' citizens, and that not entering judgments enables the negation of crimes and ICTY judgments".</p><p>- Giving guarantees to Stojan Župljanin would be a confirmation that, after the political support of Dario Kordić from FBiH President Lidija Bradar and Minister in the FBiH Government Sanja Vlaisavljević, criminals and criminal policies that have been sentenced by the ICTY are systematically supported - the letter states.</p>

<p>The Council of the European Union today adopted a series of decisions extending the current mandates of three EU Special Representatives (EUSR) for one year, until August 31, 2024, including the EU Special Representative in Bosnia and Herzegovina, Johann Sattler.</p><p>Johann Sattler has been the EUSR in Bosnia and Herzegovina (BiH) since 1 September 2019.</p><p>His mandate is to ensure continued progress in the Stabilisation and Association Process, with the aim of a stable, viable, peaceful and multiethnic and united BiH, cooperating peacefully with its neighbors and irreversibly on track towards membership of the Union.</p><p>He also supports the implementation of the General Framework Agreement for Peace in BiH, stated the Council of the EU.&nbsp;</p>

<p>FBiH Minister of Energy, Mining and Industry Vedran Lakić and Resident Representative of the United Nations Development Program (UNDP) Steliana Nedera signed today in Sarajevo a Memorandum of Understanding between the United Nations Development Program and the FBiH Ministry of Energy, Mining and Industry.</p><h2>Signed memorandum</h2><p>The purpose of the signed memorandum is to provide a framework for strengthening cooperation between UNDP and the Ministry, each in accordance with their mandates, in areas of mutual interest, namely sustainable and inclusive growth, democratic governance, and the provision of people-oriented public services, and social cohesion.</p><p>- It is a very important Memorandum of Understanding for the FBiH Ministry of Energy, Mining, and Industry with one of our key partners, the United Nations Development Program. We will work on the creation of strategic documents, and potentially on some other projects that we agree on. It is very important that this will last for the next five years. <p>The prosecutor of the Special Department for War Crimes filed an indictment against Borislav Gligorević, born in 1971 in Snagovo, Zvornik, a citizen of Bosnia and Herzegovina and the Republic of Serbia, who is currently in custody.</p><h2>Protection of Civilians in Time of War</h2><p>Gligorević is accused of having acted contrary to the provisions of the Geneva Conventions on the Protection of Civilians in Time of War, during the war and the armed conflict in Bosnia and Herzegovina, and the widespread and systematic attack on the civilian population of Bosniak nationality in the area of Zvornik and its surroundings, in the capacity of a member of the TO Zvornik.</p><h2>"White Eagles"</h2><p>He is accused of being a member of the "White Eagles" unit, at the end of May and the beginning of June 1992, in the town of Liplje, Zvornik municipality, where the said unit illegally detained several hundred Bosniak civilians, alone, as well as with other members of the unit, using force and threats with weapons, committed rape and sexual abuse of three victims, who were forcibly separated from other detainees and often from children and families, and taken to nearby facilities where the aforementioned crimes were committed against them.</p><p>The accused is charged with crimes against humanity.</p><p>The indictment was forwarded to the Court of Bosnia and Herzegovina, which confirmed it, the Prosecutor's Office of Bosnia and Herzegovina stated.&nbsp;</p>

<p>The University of Sarajevo strongly condemns the inadmissible behavior of two female students of the Faculty of Criminology and Security Studies who glorified a convicted war criminal and used hate speech in their posts on social networks, the day after the funeral for the victims of the genocide in Srebrenica.</p><p>UNSA Rector Rifat Škrijelj and Dean of the Faculty of Criminology and Security Studies Jasmin Ahić conveyed the position of the UNSA academic community at a press conference today, condemning the behavior of the students, Valentina Vujičić and Slađana Todić, and pointed out that there are no circumstances that can justify the individuals who celebrate as heroes those convicted of crimes against humanity by international courts.</p><p>- Glorification of convicted war criminals is an insult to victims and survivors and undermines collective efforts to build a just and inclusive society - they said and emphasized that UNSA has zero tolerance for any form of support, promotion or glorification of convicted war criminals.</p><h2>Law on Higher Education</h2><p>In this sense, the University of Sarajevo, guided by the provisions of the Law on Higher Education of the Sarajevo Canton, the UNSA Statute and the Code of Ethics, will complete all the foreseen procedures and procedures in which the circumstances of that unfortunate event will be considered and the appropriate and legally determined measures will be imposed.</p><h2>Possible criminal offense</h2><p>The Prosecutor's Office of Bosnia and Herzegovina declared itself competent in determining the possible criminal offense committed by the two students. Disciplinary proceedings are ongoing, and the public will be notified when they are completed.</p><p>- The University of Sarajevo welcomes all students who respect the state of Bosnia and Herzegovina, the Federation of BiH and the Sarajevo Canton and who accept the laws and rules that apply to UNSA as well. There is no place at UNSA for those who deny genocide and glorify war criminals hailing them as heroes. This applies to both employees and students. This clear position of ours is unquestionable - stressed Škrijelj.</p>

<p>Mayor of Centar Municipality, Srđan Mandić, today hosted the Resident Coordinator of the UN in Bosnia and Herzegovina, Ingrid Macdonald, with whom he discussed successful cooperation between local authorities and the UN, as well as joint projects aimed at the development of local community and strengthening the quality of life of citizens.</p><p>Centar Municipality, in partnership with the United Nations, has been implementing the ReLOaD project for several years, financed by the European Union (EU), and implemented by the United Nations Development Program (UNDP). Numerous projects of non-governmental organizations were financed through this project.</p><h2>My Street, My Imagination</h2><p>Also, UNDP in Bosnia and Herzegovina and Centar Municipality are successfully implementing the "Re-Imagine: My Street, My Imagination" initiative. It is an online platform urbanlab.ba for citizens' participation in designing public spaces in Bosnia and Herzegovina. The platform is an innovative virtual tool developed by the United Nations Development Program (UNDP) in Bosnia and Herzegovina, which helps local authorities to collect citizens' ideas for the renovation of public spaces, such as streets, parks, squares, or neglected locations.</p><p>- As part of this pilot project, we considered five locations on the territory of this local community, namely Radićeva, Musala and Franca Lehara Streets and Hastahana and Merhemića Square. Through this process, citizens decide and create space where they live. It is important that our partners recognize the results of the project and continue to support us - said Mandić, announced the Centar Municipality.  </p><h2>EU mission for climate-neutral and smart cities</h2><p>Resident Coordinator Macdonald expressed satisfaction with the fact that Sarajevo is among 100 cities that will participate in the EU mission for climate-neutral and smart cities. Selected cities will receive 360 million euros of support from the EU Horizon program to take innovative paths toward climate neutrality by 2030. In this regard, Resident Coordinator Macdonald is looking forward to the continuation of the partnership with Centar Municipality and Mayor Mandić.</p>
