The Middle East Quartet has said it is “deeply concerned” over Israel’s growing settlements in Palestinian territories and ongoing violence in the occupied West Bank.

Envoys of the group, which comprises the UN, US, EU and Russia, issued a joint statement on Thursday after a meeting in Norway’s capital Oslo earlier this week.
- The Envoys remain deeply concerned by developments in the West Bank, Jerusalem, and the Gaza Strip, including ongoing acts of violence in the West Bank, the advancement of new settlement units, the untenable fiscal crisis within the Palestinian Authority and threats of violence from the Gaza Strip - read the statement.
They underlined the “urgent need for all parties to take additional steps to address these challenges directly through fiscal and other reforms, as well as to avoid unilateral steps that exacerbate tensions and undermine the prospects for peace.”
Stressing the importance of “constructive steps to advance a two-state solution,” the envoys agreed to continue dialogue with all parties and regional actors to resolve the conflict.
- The Envoys noted the pressing need to address the fragile situation in Gaza – with the support of all relevant stakeholders, including in the region – by ensuring continued humanitarian efforts and an easing of access and movement restrictions for people and goods - the statement said.
They welcomed Israel’s announcement that it will assist the Palestinian Authority (PA) as it battles a crippling financial crisis.
The PA said in June that it did not have enough funds to pay the salaries of around 133,000 government employees.
The revenue crunch was attributed to the PA’s refusal to take tax money from Israel for May, after it decided to terminate deals with Tel Aviv over its plans to annex parts of the occupied West Bank.​​​​​​​

The Saudi-led Arab coalition in Yemen on Thursday said it carried out a wide military operation against Houthi targets in four Yemeni provinces.

- We carried out a wide-scale operation against legitimate military targets in response to the ballistic and drones threats - the Saudi official news agency SPA cited a statement by the coalition as saying.
The statement also said "(military) workshops and stores for ballistic missiles, drones, and communications systems" were destroyed.
It added that among the targeted military positions, there were secret locations for the Iranian Revolutionary Guards and the Lebanese Hezbollah group "involved in the hostile attacks" on the Saudi territories.
There was no comment from the Iranian authorities and the Hezbollah group.
Meanwhile, the Houthi-run Saba news agency quoted a security source as saying that the coalition warplanes carried out five airstrikes on the capital, three airstrikes on the Dhahban area of the Bani al-Harith district in northern Sanaa, and two airstrikes on the al-Nahdayen area of the Al-Sabeen district in central Sanaa.
Houthi rebels, backed by Iran, regularly launch rocket, drone, and boat attacks on Saudi targets, saying they are a reaction to the Saudi-led coalition’s assault on Yemen.
Yemen has been engulfed by violence and instability since 2014, when Houthi rebels captured much of the country, including the capital Sanaa.
A Saudi-led coalition aimed at reinstating the Yemeni government has worsened the situation and caused one of the world’s worst man-made humanitarian crises, with 233,000 people killed, nearly 80% or about 30 million needing humanitarian assistance and protection, and more than 13 million in danger of starvation, according to UN estimates.

Thousands of Argentines gathered Wednesday in the capital Buenos Aires in support of President Alberto Fernandez. 

Supporters of the ruling Frente de Todos coalition mobilized in Plaza de Mayo in front of the Casa Rosada presidential building to mark the anniversary of the return of former President Juan Domingo Peron on Nov. 17, 1972 after 17 years of exile following a coup in 1955 in which he was overthrown.
President Fernandez took the opportunity to rebuff criticism from the opposition, saying “victory is not winning, but never giving up," in reference to midterm legislative elections which his ruling coalition lost on Sunday.
- We got the message that was given to us. There is a lot to do. I have no doubt about it, and there are many who expect this government to do more than they did - he added.
Referring to the general election, Fernandez said: “We have to do what is necessary to ensure a resounding victory in 2023. No one has beaten us. Only the one who loses the will to fight is defeated."
The president also followed up on the need to reach an agreement with the opposition, although he excluded former President Mauricio Macri and far-right libertarian politician Javier Milei but will leave the door open for others.
- I have asked that we can build some basic policies together. If Macri doesn't want to talk, let him be alone with his friends doing business. If Milei does not want to talk, let him stay locked up with his colleagues, who deny diversity and deny state terrorism. We have nothing to talk about with them - said Fernández.
The opposition criticized the celebratory nature of the mobilization after the ruling coalition's defeat.
President Peron was exiled to Spain following a coup d’état against his government in 1955.
He later returned to Argentina on Nov. 17, 1972 and won the 1973 elections.
Each year on Nov. 17, those sympathetic to Peron in the country mark the day known in Spanish as 'Día de la Militancia.'
Peronism, an Argentine political and social movement based on the ideas and legacy of Peron, has been deeply interwoven into Argentina's political landscape ever since he first came to power in 1943.
It continues to play an important role in the country's politics, unifying many sectors of society as a social movement.
As a political party, it is widely regarded for championing workers’ rights, supporting labor unions and focusing on national industry.

The United Arab Emirates (UAE) and Israel on Thursday agreed to jointly design a series of unmanned ships.

The deal was signed by the UAE state-owned EDGE Group for Defense Industries and the Israel Aerospace Industries (IAI), also state-owned, to design unmanned ships that will be used for both military and commercial purposes.
- We agreed to design a series of unmanned M-170-class ships that can be used for the full range of military and commercial applications - the two companies said in a joint statement.
Faisal Al-Bannai, CEO and Managing Director of EDGE Group, described the deal as “an important achievement” by the company “to enhance our advanced technology portfolio."
For his part, Boaz Levy, President and CEO of IAI, expressed delight to sign the deal, saying it was “another step in our growing efforts and growing partnerships in the region."
He described the agreement as one that "combines the best of the technological skills offered by both companies: the expertise of the maritime and commercial vessels of the EDGE Group, Abu Dhabi Shipbuilding Company (its subsidiary), and the expertise of (IAI) in the field of systems and artificial intelligence."
The statement explained that "the military applications of unmanned ships include intelligence, surveillance, reconnaissance, border and coast patrols, maritime security operations, mine detection and clearance, submarine detection, and anti-submarine warfare operations."
As for the commercial applications of the ships, they include oceanography, pollution monitoring, oil and gas exploration, transportation of materials and liquids, search and rescue operations, firefighting, and emergency interventions.
In March, the EDGE Group signed a memorandum of understanding with IAI to develop an advanced defense system against unmanned aircraft.
In September 2020, the UAE and Israel signed a US-sponsored deal to normalize their relations. Since then, the two countries have signed dozens of bilateral agreements in various fields, including investment, banking services, and tourism.

Three Russian air planes set off for Afghanistan on Thursday to deliver humanitarian aid and to evacuate people willing to leave the war-torn country, Russia's Defense Ministry said.

The II-76 aircraft are expected to unload cargo at the airport in Kabul and then take on board over 380 people who are citizens of Russia, Belarus, Kyrgyzstan, Armenia, Ukraine and Afghanistan, the ministry said in a statement.
- Medical and nursing teams of military medical staff with the necessary medical equipment and medicines travel on board each Russian military transport aircraft to provide the necessary medical care and support to evacuated citizens of Russia and other countries - the ministry said.
Each aircraft also has sufficient supply of drinking water, blankets, and individual food rations, the statement added.
Asked why Russia decided to organize the evacuation, Kremlin spokesman Dmitry Peskov said the necessity arose due to the "extremely restless" situation in the country.

On eve of World Toilet Day, which is being observed on Friday, Shonani Musindo, 27, a resident, told Anadolu Agency that the situation has worsened due to the water shortage. The alleys and pavements in the city have turned open defecation places for the desperate people in absence of toilets.
With no water available for toilets even in the homes, Benson Chikwekwe, 33, living in Harare’s Dzivarasekwa Extension high-density suburb, said most of the residents have been forced to switch to the bucket system. They are relieving themselves in buckets in their homes and dumping the waste at times in the open or in drainage systems near their homes.
Melford Muchayiwa, another resident, said he just sneaks into the nearby bushes each time he has to relieve because there is no water most of the time in the toilet at home.
Dewa Mavhinga, Southern Africa director with the Human Rights Watch, has urged the government to prioritize the restoration of sanitation infrastructure to check the practice of open defecation.
Many city dwellers around informal settlements have resorted to building pit latrine toilets to cope with the deteriorating sanitary systems.
As desperate people turn to pavements in downtown Harare to relieve themselves, it is causing stink everywhere.
An on-the-spot visit by the Anadolu Agency found just one functioning public toilet in Harare’s Mbare township, but it also neither had sinks nor a flushing system.
Zimbabwe Lawyers for Human Rights (ZLHR) has reminded the government to scale up efforts to address the sanitation problem in urban and rural communities.
Reuben Akili, program manager for the Combined Harare Residents Trust, blamed the lack of running water for the absence of toilets.
“The causative issue is lack of access to water. Public toilets in the city center or high-density areas are always closed each time there's no water,” he said.
In the wake of mounting water crises, some of the public toilets have been adopted by local businesses. The Batanai Affirmative Youths Trust, a voluntary group, has also started a project to adopt a public toilet at the bus terminal at Highfield’s Machipisa shopping center.
But there are many areas like Sunridge and Marimba where toilets continue to be closed for the public.

Armenian forces fired on Azerbaijani army positions in the northwestern Tovuz region, the Azerbaijani Defense Ministry said on Thursday.

Armenian forces used “various caliber weapons” to “periodically” target Azerbaijani positions near Munjuglu, Aghbulag, Gosha, Kokhanebi and Asrik Jirdakhan villages in Tovuz region on Wednesday, according to a ministry statement.
The attacks went on from 5.54 PM local time (1354GMT) until 10.52 PM (1852GMT), it said.
The Azerbaijani military retaliated and “suppressed” the Armenian forces, the statement added.
It did not mention whether there were any casualties or damages in the attacks.
The latest incident of Armenian aggression comes just days after its forces killed seven Azerbaijani soldiers and wounded 10 others.
The two former Soviet republics were embroiled in a 44-day conflict last September that ended with an agreement brokered by Russia on Nov. 10.
They have had tense relations since 1991, when Armenia occupied Nagorno-Karabakh, also known as Upper Karabakh, a territory internationally recognized as part of Azerbaijan, and seven adjacent regions.
During last year’s face-off, Azerbaijan managed to liberate several cities and 300 settlements and villages that were illegally occupied by Armenia for almost 30 years.

The US and Russian security officials have discussed cyber security, the situation in Ukraine, and the migration crisis on the Belarus-Poland border, the Kremlin spokesman said on Thursday.

Palestinian children in Gaza demanded Thursday that the international community pressure Israeli authorities to release their peers in Israeli jails.

In a step towards defusing the Belarus border crisis, Uzbekistan on Thursday temporarily banned citizens of certain Middle Eastern countries from transiting through the country to Belarus by air.

In a statement, the country's Civil Aviation Authority said that the air transit of citizens of Iraq, Syria, Yemen, Lebanon, Libya and Afghanistan to Belarus via Uzbekistan was suspended.
This restriction will not be applied to diplomatic passport holders or citizens of those countries who have a residence permit in Belarus, the statement added.
Last week the Turkish government took similar steps.

A Palestinian prisoner died in an Israeli hospital as a result of “deliberate” medical negligence, said a prisoners group on Thursday.

- The prisoner Al-Amour from the city of Deir al-Balah in the Gaza Strip has been detained since 2008 and was sentenced to 19 years in prison - the Palestinian Prisoners Club said in a statement.
Al-Amour had been “suffering from a congenital heart problem” and died “as a result of the policy and crime of deliberate medical negligence" as well as “delay in following up on his health and the harsh conditions of detention he was subjected to over the years of his detention."
Al-Amour had long been deprived of the right to have family visits, said the rights group, except for a few times his mother was allowed to visit in the early years of his detention.
Since being taken to Soroka hospital only a few days ago, Al-Amour has twice so far undergone unsuccessful surgery, according to the rights group.
Al-Amour is "the latest victim of the crime of medical negligence, one of the most prominent systematic policies that have caused the martyrdom of prisoners in the past few years," said a statement by the society.
- The number of prisoners martyred in the prisons of the occupation has risen to 227 martyrs since 1967, including 72 prisoners who died as a result of the crime of medical negligence.&nbsp;The rights group called on all concerned authorities to "intervene seriously to stop this systematic and perpetual crime" against the prisoners.
Before Al-Amour’s death, it also accused Israeli authorities of refusing to release the bodies of seven prisoners in its prisons.
There are around 4,650 Palestinian detainees in Israeli prisons, with about 550 suffering from chronic medical conditions such as cancer and kidney and heart problems, according to the Palestinian Prisoners Society.

Catastrophic flooding caused by historic rainfall has forced thousands from their homes in the Canadian province of British Columbia as recovery crews continued to work feverishly Wednesday on rescue operations.

The lower part of British Columbia, including the heavily populated, 2.6 million, Vancouver area, is essentially cut off from the rest of the province and Canada as mudslides and floodwaters fueled by a foot of rain wiped out roads and railway lines.
More than 300 people trapped on a highway between a raging river that overflowed its banks and mudslides were rescued earlier this week as military helicopters and troops joined rescue efforts.
Many communities, including the entire city of Merritt, population 7,100, had to evacuate as water pounded the area, sweeping away homes, barns and other buildings.
Residents in the rural areas of Abbotsford, population just under 150,000, who are trying to rescue cows, horses and hens have been told by officials to "abandon their efforts to save livestock" and leave immediately.
What is called an "atmospheric river" dumped a month's worth of rain, 12 inches, in two days. Atmospheric rivers are long powerful corridors of concentrated moisture carried from the ocean. British Columbia borders the Pacific Ocean.
The food supply chain is also threatened as drivers are stuck due to road closures. Reports are that supermarkets have been stripped of goods.
- We fully recognize how important it is right now in British Columbia to reopen the road connections from the Lower Mainland to the Interior to get supply chains moving again - said Rob Fleming, the province's minister of transportation.
Given the chaotic conditions, it is surprising that only one death has been reported, but that may increase as rescuers continue to probe mudslides and floods.
All this comes after British Columbia suffered a historic heatwave that produced record-breaking temperatures this past summer. Officials said it killed about 600 people.

- The repressive and abusive acts of the Ortega government and those who support it compel the United States to act - Biden said. - The Ortega government's undemocratic, authoritarian actions have crippled the electoral process and stripped away the right of Nicaraguan citizens to choose their leaders in free and fair elections. -The actions come after Ortega, who has been in power since 2007, secured a fourth term in office following the Nov. 7 elections. The results, however, have been widely denounced as illegitimate.
