As India battles a serious air pollution problem in New Delhi, authorities on Wednesday extended the closure of educational institutions, as well as remote working for civil servants.

The emergency measures were taken last week amid a severe air pollution crisis in the sprawling capital. Addressing media on Wednesday, Delhi's Environment Minister Gopal Rai announced fresh steps by the government.
- Some important decisions have been taken ... in Delhi, the construction and demolition work has been banned until November 21. In Delhi, the 100% working-from-home in government offices has been extended until November 21 - said Rai, adding that schools, colleges, institutes, training centers, and libraries would remain closed until "further orders."The minister also announced that non-essential vehicles would no longer be allowed to enter Delhi. "To promote public transportation, we're starting the process from tomorrow to hire 1,000 CNG (Compressed Natural Gas) buses," said Rai, adding that 372 water sprinkling tanks were operating in the city.
In a further measure, the Commission of Air Quality Management, a panel in the federal Environment Ministry, ordered six out of the 11 active thermal power plants within 300 kilometers (186 miles) of Delhi to suspend operations.
India's state-run meteorological forecasting and research system said air quality in the capital was "very poor" on Wednesday and would likely remain in this category for the next two days before improving.

The country's top court, which is also hearing the matter, has expressed dissatisfaction over government steps taken to deal with the issue.
Arvind Kejriwal, the chief minister of New Delhi, admitted last week that the city was facing an "emergency-like situation."
Air pollution has become a persistent problem in New Delhi over recent years and the city is often ranked as the most polluted capital in the world.
The issue is particularly aggravated in the winter from November to January, when farmers in nearby areas burn crop stubble and add to the emissions of coal-fired plants and industrial units around the city.

Drug overdose deaths in the US hit a record with coronavirus lockdowns, according to a report Wednesday by the Centers for Disease Control and Prevention (CDC).

There were an estimated 100,306 drug overdose deaths during the 12 months ending in April 2021, said the report by the CDC's National Center for Health Statistics.
It represented an increase of 28.5% from 78,056 deaths recorded during the same period of the previous year.
The record level came after US states imposed quarantine measures starting from March 2020 to limit the spread of the virus.
Although many restrictions were eased in the following months, some are believed to have a difficult time adapting and turned to prescription drugs.
Long isolation periods, family members and friends dying because of COVID-19, job losses and financial difficulties are major factors behind higher drug use, according to experts, as the prescription drug epidemic in the US has worsened during the pandemic.
Opioids and counterfeits -- including heroin, fentanyl and oxycodone -- prescribed as painkillers, have caused the death of more than 470,000 people in the US since 2000.

Biden said his administration is committed to addressing addiction and ending the overdose epidemic, noting almost $4 billion was spent through the American Rescue Plan to expand services for substance use disorder and mental health.

A British F-35 jet crashed in the Mediterranean Sea at around 1000GMT on Wednesday, with the pilot managing to eject safely, according to defense officials.

The Ministry of Defence said in a statement: "A British F35 pilot from HMS Queen Elizabeth ejected during routine flying operations in the Mediterranean this morning."
- The pilot has been safely returned to the ship and an investigation has begun, so it would be inappropriate to comment further at this time - it added.
The HMS Queen Elizabeth is the UK's flagship aircraft carrier and is currently on its way back to the UK from its first voyage to the Far East.
It carries eight British F-35 jets, as well as 10 US F-35s. An F-35 is estimated to cost around £100 million ($134.7 million).
A military investigation will be launched into the incident that took place in international waters, with local media reporting that the probe will focus on technical or human error.

Rules in Poland's legal system that permit the country's justice minister to freely appoint or dismiss second judges to higher criminal courts violate EU law, the European Court of Justice ruled on Tuesday.

The decision came on a long-standing dispute between the EU and Warsaw over Polish judicial reforms that critics say breach the rule of law, curb judicial independence, and undermine the primacy of EU law.
The EU court's legal opinion had been requested by the Regional Court of Warsaw in connection with seven pending criminal cases, using the option of preliminary ruling that allows all national courts in EU member states to ask for support in interpreting EU law.
Poland's current regime jeopardizes the principles of judicial independence and presumption of innocence, with the justice minister able to freely appoint additional judges to criminal courts and terminate their secondment without any official criteria on the decision or right to appeal against it, the EU court found.
It argued that this system does not provide "the guarantees and independence that all judges should normally enjoy in a State governed by the rule of law" because the appointments can be used as a means of political control over the content of judicial decisions.
The preliminary judgment does not directly oblige the Polish government to change the legislation, but it can become another important argument in the bloc's dispute with Warsaw.
In October, the EU Court imposed a daily fine of €1 million ($1.1 million) on the Polish government for not complying with its previous ruling demanding the suspension of the activities of the Supreme Court's Disciplinary Chamber.
The European Commission also put on hold the approval of Poland's post-COVID recovery plan and the disbursement of €36 billion in recovery funding because of the lack of guarantees on judicial independence.

A young Palestinian was fatally shot by Israeli forces on Tuesday in the city of Tubas in the occupied West Bank, according to a Palestinian medic.


Saddam Bani Odeh, 26, was shot in the heart and succumbed to his wounds shortly after being admitted to hospital, the medic at the Turkish-built Tubas Hospital told Anadolu Agency.
According to eyewitnesses, Israeli forces raided the city early Tuesday to arrest Palestinians, triggering violent clashes with local residents.
Israeli forces used live bullets and tear gas canisters to disperse angry residents, who responded by hurling stones, they said. Bani Odeh was shot in the midst of the clashes.

Six people died in twin explosions that rocked Uganda’s capital Kampala Tuesday morning, including three of the presumed suicide bombers, police officials said.

Dozens were also injured in the blasts, according to police and a local hospital.
After the explosions near the nation’s parliament and the Central Police Station, police counter-terrorism response teams shot and injured a would-be fourth bomber, said police spokesman Fred Enanga.
As efforts to find more explosives in the city continue, two more bombs have been recovered by the bomb squad, in Nansana-Katooke, a Kampala suburb, he added.
- We are now pursuing other members of the terror group - he told journalists.
Police said terrorists of the Allied Democratic Forces (ADF) – a group active in both Uganda and neighboring Democratic Republic of Congo – are responsible for the attack. The US has linked the ADF with terrorist group Daesh/ISIS.
- The bomb threats are still active, ADF-linked radicalized groups still have a desire to carry out lethal attacks on soft targets, with suicide attackers and improvised explosive devices - said a police spokesperson.
The explosion near the police station shattered windows, while the one near the entrance to parliament saw cars parked nearby burst into flames, said Police Assistant Inspector General Edward Ochom.
Some 27 people – all but seven of them men – went to Mulago National Referral Hospital with injuries, said its Deputy Executive Director Rosemary Byanyima. Most are police officers.
Police put the provisional number of injuries at 33.
Anita Among, the parliament deputy speaker, suspended the body and asked lawmakers to remain at home.
The attacks come follow a suicide bomb attack last month on a bus that killed one person.

Libyan warlord Khalifa Haftar on Tuesday announced he will run in the country’s upcoming presidential elections.

In a televised speech, Haftar said the elections are the only way out of the Libyan crisis.
- I declare my candidacy for the presidential elections, not because I am seeking for authority but because I want to lead our people towards glory, progress and prosperity - Haftar said.
Haftar is a controversial figure in the Libyan political scene, who is backed by regional powers, including Egypt, France and Russia.
Haftar's self-proclaimed "Commander-in-Chief of the Libyan National Army” has contributed greatly to the decade-long turmoil in Libya after leading a 14-month military offensive, with the support of foreign powers, to unsuccessfully topple the internationally recognized Government of National Accord (GNA) in the west.
Mass graves in Libya’s southwestern city of Tarhuna, a former stronghold for Haftar, continue to be discovered since the warlord’s defeat in June 2020 with hundreds of bodies exhumed.
Having helped former strongman Muammar Gaddafi come to power in 1969, Haftar fell out with his boss in the late 1980s and sought asylum in the US.
Haftar reappeared in the Libyan political scene during the 2011 uprising that led to Gaddafi’s ouster and subsequent death.
He joined the Libyan opposition and made the eastern city of Benghazi his base and stronghold.
Despite the February agreement that paved the way for a unity government in Libya, Haftar still acts independently of the legitimate government and leads an armed militia that controls vast areas in the east.
On September 22, Haftar assigned his forces' chief-of-staff to take his military post temporarily for three months to prepare himself for running for elections.

- There are amounting violations since the coup. Two journalists have been injured during coverage -- one of them with rubber bullets. More than five have been arrested and others summoned by security&nbsp; or have been denied access to some areas or flashpoints - Ali said at the rally.
Wide human rights violations have been reported since military took control of country on Oct. 25 with more than 20 protesters killed and over 100 injured.

Japan on Tuesday extended by one year the mission of its forces deployed in Somalia guarding the passage of commercial ships in the Gulf of Aden.

The government of Prime Minister Kishida Fumio approved the extension of the country's Self-Defense Forces’ (SDF) counter-piracy mission by one year, public broadcaster NHK News reported. The number of Japanese forces will also be increased.
Japan, the world’s number three economy, imports about 90% of its crude oil from the Middle East.
The Japanese mission to the region based off the coast of Somalia on its north is meant to help secure the safe passage of commercial ships. The term of the current mission was due to finish on coming Friday.
Japan has been deploying its forces to the region since 2009 on the basis of an anti-piracy law under which it sends destroyers and patrol aircraft to “guard Japanese and foreign commercial ships in the Gulf of Aden.”
Japanese authorities noted that poverty in Somalia triggers piracy and this socio-economic challenge in the African country is yet to be addressed.
Officials said commercial ships “are still requesting SDF escorts.”
The Japanese forces will also “assist in coordinating entries and exits between Djibouti, where the SDF personnel are based, and areas they operate in, as well as anti-coronavirus measures.”
The Fumio’s government also gave the approval to extend by one year the participation of the SDF personnel in a multinational peacekeeping mission on the Sinai Peninsula in Egypt.

Facebook's parent company said Tuesday that the social media firm has taken action against a Pakistani hacker group that targeted people who were affiliated with Afghanistan's former government in its final days.

The Pakistani hacker group SideCopy "targeted people who were connected to the previous Afghan government, military, and law enforcement in Kabul" as the Taliban pressed its offensive that led to the government's collapse in August, Facebook parent company Meta said in a blog post. SideCopy was removed in August.
- Given the ongoing crisis and the government collapse at the time, we moved quickly to complete the investigation and take action to protect people on our platform, share our findings with industry peers, law enforcement and researchers, and alert those who we believe were targeted - wrote Facebook's cyber chiefs Mike Dvilyanski and David Agranovich.
SideCopy's campaign against former Afghan government officials was well-organized, sophisticated and designed to hide those behind it, they wrote. It ramped up between April and August, and primarily operated by sharing links that would take users to websites that hosted malware.
The group also created fake accounts, primarily posing as young women to lure potential targets into downloading malicious chat apps or clicking on links, and set up fake app stores to fool users into clicking on seemingly-legitimate websites to give up their Facebook credentials.
Some of the "trojanized" chat apps included: HappyChat, HangOn, ChatOut, TrendBanter, SmartSnap and TeleChat.
Meta separately announced it took action against "three distinct hacker groups with links to the Syrian government," including a group known as the Syrian Electronic Army, which was tied to Syria’s Air Force Intelligence; and APT-C-37, a hacker organization that targeted opposition groups.
The social media company said it also took action against a network that "targeted minority groups, activists, opposition, Kurdish journalists, activists," members of the YPG, and the Syria Civil Defense or White Helmets. That group was not given a specific name, but Meta maintained its activity was linked to "individuals associated with the Syrian government."
The Syrian Electronic Army was taken down in October after Meta "found that this threat actor has been subsumed into the Syrian government forces in recent years, with this latest activity linked to Syria’s Air Force Intelligence." The group targeted users through "social engineering tactics" aimed at getting them to click on malicious links or download malicious software.
APT-C-37 was also taken down in October. Meta did not specify when the third group was removed.

South Africa’s President Cyril Ramaphosa announced Tuesday that five days of mourning will be observed for the country’s last white President F.W. De Klerk.

De Klerk died Thursday at his home in Cape Town, following a struggle with mesothelioma. He was 85.
Ramaphosa said the national flag will be flown at half-mast from sunset Wednesday until the evening of Nov. 21 as a mark of respect for De Klerk.
The former president will be cremated Sunday followed by a private funeral attended by family members.
De Klerk, who served from September 1989 to May 1994, played a key role in helping to dismantle the white oppressive system of apartheid.
In 1990, he announced the release from prison of Nelson Mandela, who was held for 27 years for opposing apartheid.
That led to multiparty elections in 1994 which saw Mandela’s African National Congress (ANC) party win and Mandela became the nation’s first Black president.
De Klerk also shared the 1993 Nobel Peace Prize with Mandela. He also served as deputy president under the new democratic dispensation under Mandela in 1994.
His death, however, drew mixed reactions with some praising his role in ending apartheid and others accusing him of being responsible for murders during the regime.

France and Germany warned Russia on Monday of “serious consequences” if it tries to undermine Ukraine’s territorial integrity, amid concerns over a large military build-up at its border. 

The foreign ministers of the two countries, Jean-Yves Le Drian and Heiko Maas, met with their Ukrainian counterpart Dmytro Kuleba in Brussels on the sidelines of a ministerial meeting of the Eastern Partnership, a forum that aims to improve the political and economic trade relations of the post-Soviet states of Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine.
Their meeting comes amid concerns that Moscow is preparing for a possible invasion of Ukraine’s border region. Ukraine’s President Volodymyr Zelensky has claimed that Russia has amassed nearly 100,000 troops at his country’s border.
Concerned with the buildup of troops and military equipment, Le Drian and Maas called on Russia “to adopt a posture of restraint and to be transparent about its military activities.” 
- Any further attempt to undermine the territorial integrity of Ukraine would have serious consequences - said a joint statement from the two ministers. 
This is the second time since April that Ukraine is faced with a security crisis at its borders with Russia.
To de-escalate the situation, France and Germany had proposed to Russia to join in talks with Ukraine under the existing ‘Normandy Format,’ which was used in 2014 to resolve the Donbas conflict. However, Moscow refused the offer.
Expressing concern over the deterioration of the security situation in eastern Ukraine’s Donbas region, the two ministers once again urged Russia to restart the joint dialogue and to fully implement the Minsk agreement.
After Russian forces invaded Donbas and annexed the Crimean Peninsula in 2014, France and Germany along with Ukraine led the initiative to enter into talks with Russia. Kyiv and Moscow and the Organization for Security and Co-operation in Europe (OSCE) signed the Minsk Protocol to implement a peace plan and end the fighting. But the agreement has failed to achieve success as Russia continues to support rebels in fighting Ukrainian government troops in Donbas.

Thousands of people across the world staged demonstrations against the Cuban government Monday, with more rallies held outside Cuba than those that took place on the island.

Demonstrators in the US, Spain, Argentina, the Dominican Republic and other countries took to the streets with signs demanding freedom and democracy and the release of hundreds of people who were jailed in July, when the island was hit by widespread anti-government protests.
On the island, some activists expressed their anger on social media that pro-government groups had prevented them from leaving their homes to take part in the demonstrations.
Jose Miguel Vivanco, the director of Human Rights Watch’s Americas division, said the Cuban government had deployed security forces “on a massive scale.”
- Many journalists and critics are under siege in their homes. Some have been detained. The intention is clear: to suppress any attempt to protest - he said on Twitter.
Government dissidents organized by a Facebook group called Archipelago initially planned the rally for Nov. 20 but switched the date to Nov. 15 after authorities declared the 20th a “National Defense Day” during which citizens practice for an invasion by the US. Although Cuban authorities have banned the protest, the organizers decided to go ahead with the demonstrations. The protests coincided with the opening of schools and borders to tourists after long pandemic closures.
Cuba's Foreign Minister Bruno Rodriguez described the call to march as a "failed operation.”
- Today we celebrated the reopening of the school year and international tourism after pandemics and quarantines. There are those who created other expectations outside Cuba, but they were left all dressed up for another party that did not happen because we Cubans don't want it - he said.
Cuba has accused the United States of organizing the demonstrations to try to “destabilize” the island by “altering the peace and security” of the Cuban people.
The US has called on Cuba to allow peaceful demonstrations to take place on the island.
- We call on the Cuban government to respect Cubans' rights, by allowing them to peacefully assemble and use their voices without fear of government reprisal or violence, and by keeping Internet and telecommunication lines open for the free exchange of information - US Secretary of State Antony Blinken said Sunday.
However, Rodriguez said via Twitter on Sunday that Cuba is willing to “defend the right” to enjoy the “advance towards normality.”
On Friday, Cuban President Miguel Diaz-Canel warned that his supporters were "ready to defend the revolution.” ​​​​​​​

China on Monday said it hopes the scheduled meeting between President Xi Jinping and his US counterpart Joe Biden will “explore the way of peaceful coexistence with mutual respect in the new era.”

- President Xi will have a candid, in-depth, and thorough discussion with President Biden on strategic issues affecting the future of China-US relations as well as important issues of mutual interest and concern - China’s Foreign Ministry spokeswoman Hua Chunying said on Twitter.
- It is hoped that the US will work with China to explore a way of peaceful coexistence with mutual respect in the new era, and bring China-US relations back onto the right track of sound and steady development - she added.
The two presidents will have their first virtual meeting early Tuesday morning, Beijing time. Since Biden's inauguration in January, they have held two phone calls in February and September.
Hua said: “The China-US relationship has reached a crucial crossroads. The world is watching and expects the meeting to yield positive results.”
Issues ranging from Taiwan, Hong Kong, alleged human rights violations of ethnic Uyghurs, to trade supply chains are expected to dominate the meeting.

- We are glad that Danny will soon be reunited with his family as we continue to call for the release of others who remain unjustly imprisoned in Burma - the top diplomat said in a statement.
A court in military-ruled Myanmar had on Nov. 12 sentenced the 37-year-old journalist for incitement and violating unlawful association and immigration laws.
Fenster was arrested at Yangon International Airport on May 24 while trying to leave for the US, with the Myanmar military accusing him of working for Myanmar Now, another news outlet headquartered in Yangon.
But the magazine he worked for, Frontier Myanmar, maintained that Fenster resigned from Myanmar Now in July 2020, and joined them the following month.
His trial was held at Yangon’s Insein Prison and was closed to the public, according to Frontier Myanmar, which had described the verdict as “the harshest possible under the law.”

US welcomes release of American journalist in Myanmar

Israeli Prime Minister Naftali Bennett will not meet with US special envoy to Iran, Robert Malley, as a sign of protest to the US' probable return to the nuclear deal with Tehran, Israeli media reported on Monday.

Yedioth Ahronoth newspaper said Bennett opposes US efforts to revive the 2015 nuclear deal with Iran.
Malley’s regional tour will also include Saudi Arabia, the United Arab Emirates (UAE) and Bahrain.
The special envoy “will coordinate our approaches on a broad range of concerns with Iran, including its destabilizing activities in the region and the upcoming” nuclear talks, the US State Department said in a statement.
Malley is scheduled to meet with Israeli Defense Minister Benny Gantz on Monday and probably with Foreign Minister Yair Lapid, as well as Mossad spy agency director David Barnea and National Security Adviser Eyal Haluta.
The newspaper, citing Israeli sources, said Tel Aviv fears that Tehran could convince the US administration of removing all the economic sanctions on Iran in return for halting uranium enrichment activity without discussing other files, including Iran's ballistic missiles program and the Iranian presence in Syria.
The nuclear agreement was signed in 2015 by Iran, the US, China, Russia, France, the UK, Germany, and the EU.
Under the deal, Tehran has committed to limit its nuclear activity to civilian purposes and in return world powers agreed to drop their economic sanctions against Iran.
